    自《国家知识产权战略纲要》颁布实施一年来，中国海关共扣留侵犯国内企业知识产权货物案件443批次，涉及侵权货物数量1700多万件。截至今年5月，中国海关共扣留进出口侵权货物超过2万批，涉及侵权货物数量5亿多件。海关已成国家知识产权保护体系中一支强有力的“生力军”。

    海关总署新修订的《〈知识产权海关保护条例〉的实施办法》将于7月1日起施行。该办法将增加海关执法的透明度，简化部分执法环节，进一步明确启动边境保护措施的条件，并对有关制度进行了立法技术性的完善和处理。
